Iran’s imperial plans for Syria revealed in embassy papers

Iran had an ambitious scheme to reconstruct Syria after the civil war, modelled on the U.S. Marshall plan, according to documents revealed by Reuters reporters in Iran’s pillaged Damascus embassy.

The papers describe Iran’s plans to mirror the US’s blueprint for rebuilding Europe after the Second World War, Reuters reported on May 1st.

The 33-page Iranian study was accompanied by a presentation that described the U.S. strategy as successful in making Europe “reliant on America” by “creating economic, political and socio-cultural dependence.”

The papers, which are dated as May 2022, were written by an Iranian economic-policy group based in Syria and were among hundreds of other documents the reporters found – including letters, contracts and infrastructure plans that show how Iran mapped out how it would recover the billions it invested in coming to President Bashar al-Assad’s rescue, during the country’s long civil war.

The Syria-driven papers discusses creating a financial empire, while also increasing Iran’s power on its ally. “A $400 billion opportunity” the study said. Iran’s imperial goals fell apart due to the ouster of Assad’s regime in December.

The dictator fled to Russia while Iran’s diplomats, paramilitaries and companies made their own escapes. The embassy in Damascus had been looted by jubilant Syrians after the regime’s fall. The building contained documents which had been scattered around, emphasising the troubled state for Iranian investors.
