Since the start of the war, UNRWA schools across Gaza have functioned as shelters. The war has displaced most of the territory’s 2.3 million Palestinians. Amnesty International noted Israel’s “appalling record” of displacement.

“Before the strike, a number of steps were taken to reduce the risk of harming uninvolved civilians during the strike,” the Israeli military said in a statement, “including conducting aerial surveillance, and additional intelligence information.”

United States President Joe Biden outlined a ceasefire deal, of which Israeli Prime Minister Benjamin Netanyahu met with ministers to discuss the details. Though Israel has repeatedly insisted that it will not end the war until Hamas is destroyed completely. Alternatively, the group requires that Israel completely withdraw its forces.
